Fidayeen attack at Lal Chowk
According to police the final assault would be launched anytime after midnight or during the wee hours of tomorrow morning. Hundreds of people were trapped at Lal Chowk. While most of them escaped on their own, scores others were rescued by police. Three shopkeepers were rescued late tonight.
The security and police personnel faced a tough time during the operation as people assembled in the outer ring of the security cordon from different directions

Notification issued for fourth phase of polling
Only the seventh and final phase of polls on December 24 will have more constituencies voting when people will exercise right to choose their representatives from 21 Assembly segments spread across three districts of Jammu, Samba and Srinagar.
A total of 13,99,171 registered electorate, which includes 7,28,470 male and 6,70,701 female voters, is expected to vote across these 18 constituencies, which are Uri, Rafiabad, Sopore, Sangrama, Baramulla, Gulmarg, Pattan in Baramulla district, Chadoora, Budgam, Beerwah, Khansahib, Chrare-Sharief in Budgam district, Gulabgarh, Reasi, Gool Arnas in Reasi district and Udhampur, Chenani (SC), Ramnagar in Udhampur district respectively. The total electorate that votes during the fourth phase also includes 3,348 service electors.

Prime Minister’s all party meet today in Srinagar
Sources said decisions about some important confidence building measures related to J&K are expected to be taken at the meeting. Prime minister is likely to make the announcement about the decisions at a press conference later here late in the evening.
Dr Singh will arrive in Jammu tomorrow and will inaugurate the Baglihar power project. Senior leaders of various mainstream parties have been invited for the inaugural function. Prime minister will talk to the leaders briefly there and they will arrive here tomorrow evening.

Mainstream politics gasping for breath
Confused—and confusing—utterances of some of the mainstream ‘stars’ relating to topical issues, as also their body language, is quite revealing. It depicts the trajectory of conversion from an ‘Indian-Kashmiri’ to ‘Kashmiri Indian’ and down to ‘Kashmiri’. Though vastly different in size, reach and stature, National Conference and the Peoples Democratic Party, two main propellers of the mainstream politics in the Valley, more or less equally symbolise the predicament of surviving a hostile homeground.

March to Lal Chowk: 5 killed, 140 injured in firing
However, there were widespread protests as curfew was defied at a number of places and marches taken out. Security forces and police opened fire, lobbed smoke shells and resorted to cane charge killing five persons and injuring 140 others. Unofficial reports put the death toll at seven.
Police and security forces arrested Syed Ali Shah Geelani, chairman Hurriyat Conference (G) and Mirwaiz Umar Farooq, chairman Hurriyat (M) from their respective residences last night. Another senior leader Mohammad Yasin Malik, chairman JKLF, was arrested after he defied curfew at Maisuma and started marching towards Lal Chowk along with his supporters. Some other leaders were also arrested and raids were being conducted to nab those, evading arrest.

Kashmiris defy curfew, 16 killed in firing
The people defied curfew restrictions and held protest demonstrations. Police and security forces opened fire on the demonstrators at a number of places in Bandipora, Lasjan, Bagh-e-Mehtab, Rainawari, Saidapora, Bemina, and Baramulla resulting in killings and injuries to the people.
Force was used against the demonstrators at large number of other places also. The cops fired in air, lobbed smoke shells and resorted to lathi charge. Even an ambulance of SMHS hospital , JK01 D 2713, carrying bodies of the two person, killed in firing, back to Lasjan was attacked by CRPF and BSF men at Lasjan bridge. Its window panes were smashed and those, including the employees of SMHS, were beaten to pulp.

60 injured, six in police firing
Normal life was paralysed here and in Ganderbal in view of the spontaneous general strike. Amarnath yatra remained suspended from here to Baltal for more than six hours following violent clashes between demonstrators and cops at Ganderbal.
Over 10,000 vehicles were stranded on the road and were being cleared only late this evening after heavy deployment of army, para military personnel and police. Police opened Ganderbal old city here and six persons received bullet injuries. The angry protestors burnt police vehicles and ransacked government buildings.
This morning demonstrators took to streets and held demonstrations. Whatever shops and other business were open in the morning were closed immediately and the vehicular traffic movement particularly the passenger transport went off the roads. Most government offices and educational institutions and banks remained closed remained closed.

Life paralysed, talks deadlocked
Reports said that after the failure of their talks with the team of senior bureaucrats appointed by the government to hold parleys, the striking transporters decided to continue their strike. The transporters also decided to boycott the next round of meeting scheduled to be held tomorrow morning.
Talking to the Kashmir Times, Jammu and Kashmir Transport Welfare Association (JKTWA) T S Wazir informed, "There is no headway in the ongoing stalemate between state government officials and striking transporters. After the first round of talks, we were demanding 20 percent hike in passenger fares but the state government refused to concede our demand. Government is pressing for 11 to 12 percent hike in passenger fares which is not acceptable to us. Transporters have decided to continue their ongoing indefinite strike and they will boycott the next round of talks to be held tomorrow morning."
He further informed that the striking transporters will chalk out their future strategy tomorrow and if government does not concede their demand, they will extend their strike.

Pahalgam becomes hot spot in Valley with 2,000 visitors, tourists a day
The upsurge in number of tourists to the destination has especially increased the business of hoteliers manifold.
The tourist officer at Pahalgam told Kashmir Times that at least 19,000 domestic and foreign tourists have visited Pahalgam and its adjoining destinations including Chandanwari, Aroo and Kashmir valley during past one week.
"The tourists are visiting this place in large numbers. It is hoped that during this month, the turn out of visitors would increase further as this is the peak season for tourists. Chandanwari, Aroo, Kashmir valley and Dooban are the main attraction for tourists. On an average day, more than 2000 tourists visit Pahalgam and adjoining suburbs," said the tourist officer.
It was learnt that the turn-out of few leading hoteliers during past two weeks has touched about Rs one crore.

Rentals hiked for land occupied by Army
A Defence Ministry spokesman here said the increase would be in the range of 2.1 to 5 times for various categories including orchards and agriculture land.
The rates have been revised following recommendations of an expert panel which submitted its report on July 12, 2007 calling for "realistic rents and compensation."
The revised rate structure will come into effect retrospectively from February 16, 2008 and will remain in force for five years till February 15, 2013.
According to state government figures, since 1989 Indian Army and other security agencies have occupied 51,459 acres (205 Sq kms) of private land besides 340 sq km of government land in Jammu and Kashmir.Further the troops are in possession of 1572 buildings and 378 acres of private land in Kashmir Valley alone.
Sources in the state government say the Army is further demanding 4354 acres of land for building various facilities and structures including an aviation corps headquarters near Srinagar.
Defence spokesman here said the measure to hike rents will provide succour to the people "who would now get a realistic payment for their land."
For the Class-1 category of irrigated land, the rate per kanal (0.125 acre) per annum has been increased from Rs. 1125 to Rs. 3381 while for the ‘IrrigatedDouble Cropped' category the hike would be from Rs.1688 to Rs. 4087 per kanal per annum.

Willing youth be given safe passage: Mehbooba
In an hour-long meeting the two leaders resolved to press for the speedy implementation of the J&K-specific cross-LoC confidence building measures including facilitation of free movement of people and goods across the two sides through all the traditional routes.
They said the governments in New Delhi and Islamabad must, without any further wait, remove the impediments delaying trade through Srinagar Muzaffarabad road. "It is ironic that cement consignments from Pakistan are allowed to land in Kashmir all through Wagah border and not through Srinagar Muzaffarabad road," the two leaders observed. They said for the larger economic good of the people of Jammu & Kashmir and the region, the leadership of the two countries must, with political courage, get all the obstacles, hampering cross LoC trade, resolved, sooner the better.

He was killed the day he was whisked away
The prosecution witness added that on December 8, 2006 he was a part of a police party which boarded Rakshak vehicle from Sumbal to Ganderbal and then to Batamaloo in Srinagar where on prior direction, they were supposed to chase a militant.
"When we reached the spot (Batamaloo petrol pump) a civilian accompanied by a tall police man approached us. We approached the civilian and after frisking him we found Rs 500 to 600, some medicine and a mobile phone," the prosecution witness revealed.

Harassment, sexual abuse in Tihar: SHRC takes cognizance, Geelani calls for strike
Meanwhile reiterating his appeal to the people that they should observe com plete strike on April 5 against the harassment of the inmates in different jails across India, the chairman of Geelani faction of Hurriyat Conference Syed Ali Shah Geelani today strongly reacted to the alleged harassment of a Kashmir University student Mohammad Rafiq Shah.
Mohammad Rafiq Shah is languishing in Tihar Jail without any trial following his arrest by Delhi Police in 2006 in Srinagar on the charges of "being involved in" Delhi blasts on October 29, 2005 on the eve of Diwali. In a statement, Geelani said that Kashmiri detenues are being harassed in the jails all across India. "From Kotbhlawal to Tihar Jail Kashmiri detenues are harassed day in and day out and every other day reports of harassment of Kashmiri prisoners come up.

22 injured in Srinagar IED blast
Hizbul Mujahideen (HM) has owned responsibility for attack. Its spokesman said the attack was aimed at CRPF and regretted the injuries to the civilians.
It was the first attack of its kind after a long time and occurred at a time when assembly election related activities had started picking up here.

Separated by ‘thick iron grills' families of prisoners seek justice
It was only in 2007, when Fatima met her husband after a gap of ten years of his solitary confinement at Tihar Jail's high risk cell. Her husband, Mehmood Ahmad Khan, 50, alias Topiwala-a cleric, at Sheikh-ul-Islam mosque Bohri Kadal Srinagar, was arrested by troopers of Border Secuirty Force (BSF) on November 20, 1996, when he was on his way home in Kangan from Srinagar.
Disembarked from the passenger bus, Khan was arrested near his home and lodged at BSF camp Kangan for about 15 days. He was shifted to Sharifabad camp where he was kept for another 20 days. Finally he landed at Tihar Jail in Delhi, where it is his 12th year of detention. Reason-‘land dispute' with his step-brothers.
Fatima alleges that somebody among his close relatives misled the BSF troopers at Kangan camp that Khan is involved in some subversive activities, which led to his arrest. His arrest was a conspiracy, she says. However, she is unable to explain about the charges officially leveled against her husband.

UJC urges separatist leadership to unite
In an interview with Indian News Bureau (INB), a local news agency, Sallahud-Din said, " The unity move is definitely a very healthy step towards a unified and strong leadership. I always yearned for unity of all those who are fighting for the Kashmir cause in any manner. I would love to see Hurriyat under a single umbrella. I never supported division in Hurriyat. The contribution of Syed Ali Shah Geelani for the freedom movement cannot be neglected. He has the support of all the supporters of Jamat-i-Islami and he is a world renowned figure.
Similarly the roles of Asiya Andrabi, Yasin Malik, Masarat Alam and all the true sons of the soil are praise worthy. It would have been a welcome gesture if these leaders also join the unification process."

Police allegedly torture Irrigation employee in theft case - Srinagar
An employee of irrigation department Muhammad Amin Ahanger of Handwara was allegedly tortured by police in Handwara, a charge vehemently denied by police. According to Amin, he was summoned by the cops of police post ChogulHandwara in a case of theft of water pump last Friday. "I was tortured ruthlessly by the police men and they were asking about the theft of water pump that was handed over to an engineer," he said, adding " I was left after two days and for two consecutive days I was tortured".
The torture marks on the body of Amin are visible and he was referred to Srinagar for treatment. "I am not involved in the theft of pump and we handed over the pump to the concerned engineer" he said.
There is no departmental conversation about the torture of the employee, "We have not received any letter from irrigation department about the torture of the employee by police, but know about the theft of a pump and later the police investigation", said an official in Sud-divisional magistrate office HandwaraTo read the complete article click here..
